Psychic Shackle

This has almost no purpose in vanilla which is why I made it use eltex from VPE. Even in VPE psycasters are decently rare and won't often use their casts but I thought it was fun flavor wise. This adds a headband that can sets a wearer's psychic sensitivity to 0 (which disables psycasting). It also has a high suppression value. You must research caster gear before you can make it on a smithing table (or anvil from medieval overhaul). If you want to use it on a prisoner you will need to find a mod that lets you dress prisoners.
