Neural heat dump can now be used on enemies to down them, might be overpowered, but to balance it somewhat i've extended the casting time from 1 to 5 seconds, short enough to still be usefull as a neural heat relief, but long enough so you cant down entire raids by switching between heat dump and another psycast.
(I am aware the psycast is called "neural heat dump" and not "entropy dump", but that has a better ring to it, and is also still used as it's DefName so i've kept it at that name, ingame its still "neural heat dump")
