1. Allow to use general soil to hard tile(like stone, mud)
2. Add soil tiles with high fertility. 180% and 250%, respectively. Each tile requires research.
3. Add tool(melee weapon) has +25% Plant Harvest Yield, +100% Plant Work Speed
