When the Seperatists began to reform, running supplies through Coalition waters was a rather risky endevor. The Bremen aimed to fix this by running cargo through the Coalition Blockades. In the chance event that the sub is spotted, it is equiped for self defence with a railgun for such an occurance. The Bremen and other submarines like it are what allowed the Seperatists a fighting chance to rebuild in Europa.
