Fixes for Filibuster Rhymes' Certified Used Cars Fix (B42.17)

Fixes vehicle radial menu crash with Filibuster in Build 42.17
Gas check is buggy due to 42.17 update and as been disabled with this fix (returning nil to mod).
This quick and dirty fix makes V-Menu useable again.
Refueling, Refueling from Container, Towing, Trailer, etc everything seems to work properly :)
Only refueling from the Fueltruck is disabled until I find a proper way to adress this issue aswell
jolys_fr_fix_propane:
you can now fill propane containers from the propane truck again. 1 fill should withdraw 80l (?) of propane from the truck, as you can fill a torch 8 times from a full propane bottle. (please comment, if that is allright??)
Made the propane fix standalone
