Occifer Codys Rain Washes Vehicles

Fixes the rainWashVehicles nil error introduced in B42.17. The 42.17 update changed cell:getVehicles() from a Java list to a set, breaking vehicle iteration in the Rain Washes Vehicles mod by Occifer Cody. Load this AFTER the main mod. Will become obsolete once the author updates. Disclaimer: This fix was almost entirely made by Claude (Anthropic's AI). I basically just copy-pasted the files and hit upload.
