Adds an expensive recipe for archotech fragments.
The recipe is unlocked by a new, tier 4 research project.
The fragments weren't intended to be craftable in the main mod, so keep in mind that when balancing it I won't be taking this mod into consideration, so it might be either underpowered or overpowered.
