Outdoor workspeed penalty change
The outdoor work speed penalty is based on how disruptive is the weather outside rather than a static value. You could set the minimum value to 1 to disable it.
The preview image is somewhat misleading because the work speed value for the research table is still not based on this. Gotta change it soon.
