It's a birdcage! It's for... birds! No really, with BIRD UP! you can have lots of birds. In their cages. Well, per Rimworld graphics on TOP of their cages, but you know.
The cage acts like a very small animal bed, and will likely only fit birds (duh!), and things like rats, maybe a small rabbit.)
I may update the selection later, or improve it, but for now I think it's looking like a cage.
Bird up is a good friend for cages:
