Adds a buildable version of the unstable power cell. Does not require fuel, and gives of a stable 400kw.
Built using chemfuel, steel and advanced components.
Required microelectronics research.
Much less unstable than the mech version, but will still have a small explosion if damaged enough (images feature Anarchist with the result of pawn vs power cell fistfight).
