Vanilla Outposts Expanded: Settings for Towns
This mod lets you configure the Town outpost from Vanilla Outposts Expanded. You can change the following:

[*] The minimum number of settlements within range
[*] The minimum number of outposts within range
[*] The minimum number of combined settlements and outposts within range
[*] The range itself

Note: the 5 pawn minimum for founding a Town is defined in VOE's XML, not the code. This mod is only concerned with exposing previously hard-coded values, so it doesn't touch the pawn count. You can change that easily enough by just going into VOE's XML files.
