Adds options to control average age of pawns depending on techlevel of their faction and gender ratio of spawned pawns.
Can be configured through mod menu.
Tests showed that if age limit is set too low, child raiders can try to use drugs and get instantly killed because of overdose. Natural selection, perhaps.
Also if limit is set to 13 years some pawns will spawn as children and get 13 on map, causing them to drop their child clothing. 13.1 is a safe value that prevents that sort of issues.
Newborn children should (no longer lol) be affected by minimal age setting.
