Adds quality to drugs (and their effects!).
You can use mod's settings menu to tweak quality's impact on various stats. All changes in mod menu require restart to take effect!
Bonuses are multiplied by quality factors and maluses are multiplied by inverse factors.

= Re-balance =
Optional drug effect re-balance (off by default) switches most flat stat and capacity offsets to multipliers, e.g. go-juice now multiplies pawn's moving capacity by 1.5 instead of adding flat 50%, meaning most bonuses stay the same as in vanilla on healthy unmodified pawns, but are better on augmented pawns and worse on injured ones.

Overdose duration now scales with blood pumping (0.2 weight) and blood filtration (1 weight) stats. Time to upgrade that liver!
