The quality factor will not work on negative stat offset even when shown. This is due to the mechanism of the core game. Therefore stats offset like Toxic Sensitivity is not currently supported with the quality multiplier.
performance impact:
Should be none since this is a simple xml patch.
Future plan:
the setting window to switch and adjust quality factors.
support for mod-added stats.
