Smokeleaf severity tweak

It always bothered me that smoking 1 joint in Rimworld was the consciousness equivalent of about 3 beers, and potentially lethal, so i decided to tweak smokeleaf stats to better reflect reality. - Modifies smokeleaf high to have stages similar to alcohol - Makes smokeleaf less addictive (on par with beer) and addiction withdrawal less severe (-10 mood instead of -20). - Tolerance grows a little faster than vanilla. - Tolerance drops at the same rate as vanilla. - Carcinoma occurs has about 25% longer mean time to happen. - Asthma rates are same as vanilla. Currently, each joint gives 25% of the "stoned on smokeleaf" Hediff (a single joint IRL is usually enough to get comfortably stoned). I am experimenting with adding a "greened out" level akin to beer's "hammered" that will cause a pawn to pass out, but I haven't been satisfied with the results yet. I would likely want to add a bit of a "greenover" effect as well. Please mention in the comments if this interests you.
