All psycasts are level 1. Psylinks cannot exceed level 1. Psycasters recovery psyfocus passively and don't generate psyfocus from meditation.
I recommend running this mod with [remove] Psytrainers 2, AI Can Use Psycasts, and a scenario forcing all pawns to have the Psylink hediff, using the 'Forced Health Condition' scenario part.
This results in a world where all pawns know a single psycast and cannot learn more, making them unique.
I have no idea whether this works with VPE, but I feel like the idea of this mod is already antithetical to that of VPE.
