All psycasts are level 1. Psylinks cannot exceed level 1. Psycasters recovery psyfocus passively and don't generate psyfocus from meditation.
I recommend running this mod with [url=https://steamcommunity.com/sharedfiles/filedetails/?id=3582261920][remove] Psytrainers 2[/url], [url=https://steamcommunity.com/sharedfiles/filedetails/?id=3474719878]AI Can Use Psycasts[/url], and a scenario forcing all pawns to have the Psylink hediff, using the 'Forced Health Condition' scenario part.
This results in a world where all pawns know a single psycast and cannot learn more, making them unique.
I have no idea whether this works with VPE, but I feel like the idea of this mod is already antithetical to that of VPE.
