Adds three new commands to the dedicated server console and admin chat:
[poweron] Turns ON electricity and water for the entire server.
[poweroff] Turns OFF electricity and water for the entire server.
[deleteitem] Removes items from a player's inventory.
Usage:
/poweron
/poweroff
/deleteitem "username" "module.item" count
Example:
/deleteitem "rj" Base.Axe 5
Works from the server console or by a connected Admin.
Power state changes broadcast a notification to all players.
