This is the UNNSR Facility (Underwater Nuclear Science and Research Facility).
It's a large building that is typically placed under the sea for long-term research and exploration.

Placing:
The facility is built around the Nataera Ruins.
In the addon editor where this can be placed as it is too big for most non-modded workbenches
the correct plot for the ruins is unfortunately Volcanic 6_7. I know the joke but that is genuinely the name
and it is not a troll.

Notes:
When using the addon editor make sure you have the base as static or it will float up and go crazy.
The reactor control rods are fully automated, all you need to do to start the reactor is both the light blue system buttons and hold the orange button to insert the rods until you hear a click.
If you have a destructive spirit such as myself you can destroy the microcontroller to the left of the core (large tube) to stop the control rods automation or press the button in the same area to activate the 'fun-tubes'
