Adds a cluster link chip implant (requires mechlink). Grants base 20 mech bandwidth plus layered bonuses refreshed every 10 seconds: psychic sensitivity scales with used bandwidth; consciousness increases when psychic sensitivity exceeds 100% (every extra 5% sensitivity grants +1% consciousness); extra bandwidth scales with overseen mech count when consciousness offset from the previous step reaches 0.05 increments. Bonuses are computed in order without stat self-feedback. Also adds the implant to PsychicDrone thought nullifying list (this removes the entire PsychicDrone situational thought while the hediff is present, including the positive psychic soothe stage).
