The ENS Vanguard was developed as part of a joint European naval program developed in the late 2020's aimed at strengthening maritime cooperation between several European nations. Instead of each country developing its own amphibious carrier, a shared multirole platform was created to reduce costs and improve interoperability between allied fleets.
