Underground Pipes Rebalance

[*] Adjusts the stats of pipes from [url=https://steamcommunity.com/sharedfiles/filedetails/?id=2877699803]Vanilla Helixien Gas Expanded[/url] and [url=https://steamcommunity.com/sharedfiles/filedetails/?id=2792917473]Vanilla Chemfuel Expanded[/url] to more closely follow the balancing of [url=https://steamcommunity.com/sharedfiles/filedetails/?id=1735421319]Underground Power Conduits[/url].
[*] It also merges these pipes with the above-ground versions and are now accessed via a dropdown menu, such as when selecting building materials.

Can be use with any combination of the above mods. Including none of them, if you're weird like that.
DETAILS

[*] All underground pipes now have the same cost as their above-ground counterparts, but now take far longer to install (the description of UPC says 10x more, but it's actually closer to 15x).
[*] They also now have the <ai_neverTrashThis> tag. They are still vulnerable to nearby explosions.
[*] The beauty score of underground pipes is now 0.
[*] Changed the menu icons of underground pipes to reflect the style used in UPC.
[*] Underground Chemfuel pipes are now on the FloorEmplacement altitude layer (the same as the rest)
