Makes the Consciousness stat affect Psychic Sensitivity.
Changes the Psychic Suppressor hediff from Royalty's mech clusters to reduce Consciousness by 25%. If you have any better ideas on how to fix it via XML, please let me know.

- Barely conscious pawns will now have their neural heat limit proportionally increased, this is to stop instant psychic breakdowns when entering a psychic coma with high/permanent neural heat.
- Higher consciousness won't increase neural heat limit by itself, but the increased psychic sensitivity will.

- Removed Psychic Sensitivity decrease with lowered consciousness to hopefully fix psychic shock with VPE.
- Higher consciousness now also increases Global Learning Factor, and will decrease it if <50%, hence the name change.
