Unlocks all ideology-restricted buildings and floors. Most ideology restricted buildings have no function without their ideology, but they make great decorations.
btw this used to convert ideology building styles to vanilla textures expanded variations variations. But in 1.4 styles can be picked in vanilla, so it just unlocks the buildings. If you somehow still play 1.3 you get the converter version.
