Added a mod setting:
Set Empire to hidden during faction placement (default true - original mod behavior)
If true, the quest will be the only generator of an Empire faction settlement.

A mod for Rimworld that allows the player to expand the Empire's presence on the planet.
Adds a quest allowing the player to create Imperial settlements.
