Engine and steering modes can be selected using the property dropdowns in their respective controllers, shown in the images on this workshop page. I would advise you to not spend more than 15 minutes running on panda UNCAGED mode as the lack of radiator will become a real issue, especially if you're down south.
The UNCAGED steering system was tuned on the Arid Island Rocky Ground Circuit, resulting in some very fun and very slidey yet controlled racing. However, beware on the changes in course elevation, as you can very easily get caught on a ground lip after wheelie-ing during your airtime.
