Bills Requisites allow to add more conditions to execute the current bill.
If you want, for example, to first make all your stone blocks to then make the smokeleafs, just go to make smokeleaf bill and add a requisite to the make stone block bill. This way, your pawns will first finish the stone blocks bill to then start the smokeleaf bill.
