Ratkin Vehicles Runtime Fix
修复 Ratkin Vehicles Mod 的多个问题，让所有载具和建筑可以正常建造和使用（至少我测试的部分是能正常建造使用的）。
因为我实在是想玩1.6鼠族载具所以写了这个补丁，如果侵权请联系我下架

✓ 修复 vehicleMovementPermissions 字段错误
✓ 修复 hitFlags 字段错误
✓ 修复蓝图放置导致的游戏崩溃
✓ 修复技能范围绘制错误
✓ 修复健康条组件权限问题
✓ 移除有问题的 Ratkin 补丁

• RK_BallistaTank（鼠族弩车）
• RV_Cart（鼠族推车）
• RK_Char2CTank（Char2C 重型坦克）
• VF_RK_FT17Tank（RK-17 轻型坦克）
• R-30_Airship（R-30飞艇）
【兼容性】
- 需要 Vehicle Framework 和 Aerocraft Framework[1.6] 作为前置
- 兼容游戏版本 1.6
- 不影响其他 Mod（大概？）
现在所有Ratkin载具可以正常建造和使用。
Fixed multiple issues in the Ratkin Vehicles Mod, enabling all vehicles and buildings to be constructed and used normally (at least the parts I tested work as intended).
I wrote this patch because I really want to play with the 1.6 Ratkin vehicles+. If there is any infringement, please contact me to remove it.

Fix the error in the vehicleMovementPermissions field.
Fix the hitFlags field error
Fix the game crash caused by blueprint placement.
Fix drawing error of skill range
Fix the health bar component permission problem.
Remove the defective Ratkin patch.
