Roles untied to memes Mod Edition

There are patches to remove the required memes for the roles and their abilities, so the abilities should work. Let me know if they don't.
Ah and before someone asks, you can have less than three triumvirs. I have no idea if it acts weird, but I assume it doesn't since they seem to basically be the leader role... again.
I assume it back supports 1.3/1.4, but let me know if it doesn't work right for those.
