Adds some higher-power research speed precepts. Specifically, adds two research speed precepts: One that increases speed to x3.0 and another that increases it to x5.0.
Slapped together in 8 minutes, 11 second (I timed it) on request of a friend. Figured I may as well upload it. I haven't tested it at all but it's so simple I can't imagine why it wouldn't work. Poke me to update this when 1.6 comes around, it should take under a minute.
