Allow Farskip to Enemies (VPE and Vanilla)
Enables farskipping to an [b]already open[/b] map even if there are no friendly pawns there, primarily useful for SOS2 ship battles.
If there are friendly pawns on the map, they will still be preferred, though. (Means you can send in the melee boys first? ;) )
