It enables instant formation of caravans if the tile is safe.
And applies an automatic food restriction swap to a customizable "Caravan" food policy for easier management and switches back automatically when re-entering home tile.
This allows you to for example only allow Packaged Survival Meals or Pemmican in your Caravan food restriction, preventing colonists from just eating them without you having to play "allow" or "disallow" olympics.
