Sets all genes metabolic efficiency to zero (including genes from mods).
Adds a set of genes that do have metabolic efficiency (-5 to +5), but do nothing else.

- Ensure this mod is AFTER any mods that change the metabolic efficiency of genes, otherwise that change will override this one.
