[S16] Less Common Artifacts

The mod changes the number of categories with "Artifact" tag in a trader's stock list, which results in twice as little amount of artifacts which can be obtained via trade.
The purpose of this mod is to balance a colony having fast-travelling transport.
In a vanilla game sending a caravan to friendly bases takes a long time and involves some risk, but if you play with vehicles, especially aerial, it becomes casually easy and results in the player's ability to collect 5+ psy lances every 15 days.
So if you have a strong eco, even mid-game every single pawn can be equipped with a lance plus you can have some more of them in a stockpile.
To me, this is both unbalanced, as it negates the need for good weapons, armor, psycasts or overall base defence, and looks silly story wise - imagine a world where every redneck is casually armed with multiple archotech artifacts.

A: Adding is safe if there are no other mods affecting traders, otherwise untested. Removing mods midgame is never safe, make a back-up
