Adds Scrap Gladiators weapons from none to smithing tech requirements. Skull can only be crafted with Ideo.

Does this need Ideology?: No, only to craft the skull weapon. You may find it on raiders without Ideo.

Who uses these weapons?: By my calculations, it should be tribal factions for the low tier stuff, and medieval factions may have the higher tier stuff.
