This mod is merely a divider with no code or game-altering effects. You place mods after it in your load order for the purpose of organization. This specific divider is meant for organizing mods whose sole purpose is to patch another mod, which are typically placed near the bottom of your load order.
It is meant to be used with mod management programs like Rimpy and RimSort. You place it in your mod list to help mod ordering by creating categories, after which you can load different mods. This does not work automatically, you have to setup the mod order yourself. This can be helpful if you have very long mod lists, if you're a stickler for order, or if your brain-spaghetti just really list neat lists.
