Allows to use Neural Supercharger independently of Transhumanist.

This removes the meme from Transhumanist, and allows it to add the meme to any Ideology you want (including the Transhumanist if you want to).
Additionally the building now becomes usable for everyone (even without the meme) through normal research. Needs to be set to "Usable for everyone" if you want colonists without the meme to use it on their own.
Installation
This mod uses XML only, so it should be fine to add and remove at any time. This should not remove the meme from an existing Ideology if you have it, but Vanilla rules say that you are be able to build it if you have the meme. So in theory everything should be fine.
Why
I think Transhumanists are a slightly imbalanced Ideology. While they provide clear pros and cons managing the Neural Superchargers for larger colonies becomes extremely resource intensive. There is enough incentive to use the building on it's own, and I think it is well balanced even without the required meme.
