relaxes blueprint placement restrictions by allowing new blueprints with clearBuildingArea=true to be placed in the same location as existing blueprints that have clearBuildingArea=false.

It’s hard to explain, but this patch resolves issues such as:
• You can’t place tables or chairs on top of a rug blueprint.

• When copying a design with the Blueprints mod, only part of the overlapping furniture gets placed in a single paste.

• Walls can’t be placed on top of blueprints for power conduits or pipes.

• When a destroyed building is automatically rebuilt, walls that include features like wall-mounted vents aren’t rebuilt correctly.
