VE accessories Ranged shield belt - nerf

A small mod that nerfs The ranged shield belt from VE accessories.

I wanted to put them roughly on par with the shields from the siege breaker armor from VE armour as I find them quite strong as is

Patched with CE relevant values if CE is installed.
