Rain can cause rivers, coasts, and lakes to flood. Puddles may also form from rain. This acts like another 'layer' like snow.
Flood effects

Water will restrict movement and damage exposed items.

Water will gradually recede after rain ends.

Water can be blocked by buildings.

Unlimited flooding: Long periods of rain may flood large sections of the map.

Flooding can provide a bonus to mature plants, but damage immature (<0.25% growth) plants. Changeable in settings.
Wet Soil from NPS
Rain can also cause the soil to become wet, increasing the fertility and decreasing movement of all soil tiles. This can be added in mod options.
Performance Impact
Very little to none with just flooding enabled. This mod is intended to be lightweight.
Other

Compatibility: Should not break with any other mods but does not have explicit integration with other mods

Can be safely added to saves

Should be able to remove from saves if the "Clear modded water" button is clicked and resaved

This mod draws upon a lot of the codebase from Sandstorms and would not be possible without it. I don't like sand. It's coarse and rough and it gets everywhere. But the mod is pretty great.

Inspiration of this mod. This mod tries to be a standalone/performance friendly implementation.
