[Patch] No Mech Serum – Repair Shelf (VEF2)

Changes of this mod : Base was Plasteel : 20 Advanced Component : 3 Mech Healer Serum : 1 it is now : Plasteel :150 Advanced Component: 10 Its a Terribly Simple XML patch and wont conflict with anything likely except mods which change the same stuff. i made this patch because Healer mech serums are practically non existent for me in modded runs i never see them as quest rewards.
