Guaranteed Damage Reduction

My attempt to make vanilla combat slightly better by improving armor consistency. Adjusts armor calculation by adding a small amount of guaranteed damage protection for apparel with high armor values. Should make high-end armor much more survivable, especially against lower-end weapons. Also should prevent some of those "tribal with shortbow instakilling your poweramored supersoldier" moments. May not actually be well-balanced, I just pulled the numbers out of my ass. May or may not be compatible with other mods that adjust vanilla armor behavior, idk.
