Allows construction of orbital platforms at the cost of 12 plasteel each, and removal of orbital terrain.
Since natural terrain cannot be removed normally, this mod instead makes empty space """buildable""" for no resources and a hefty work cost. Materials cannot be salvaged from removal of orbital terrain.
