Removes all the meme requirements from any precept in the game. (Yes works on modded ones too)
Simply place after anything that adds/edits precepts/memes
Since this is a simple patch on an unchanging tag, it should work for all future versions of the game without updates!

because I added a soft dependency (XML Extensions) and they made quite a few changes in 1.6 making earlier versions incompatible. If you want to use it on earlier versions load this mod before XML Extensions.
