Sensible Factions

VERSION 3: Added Biome weighting for factions I know on the list some of those biomes dont occur in normal gameplay please do not put weight settings for them as it wont do anything. I have left some default weight settings in for you to use as well

This mod changes how faction bases are placed.

Instead of being scattered randomly across the planet, faction settlements are grouped closer together so they form clusters. This makes the world map look more like defined nations rather than isolated outposts.
