Generation
The frequency with which wists show up as factionless pawns (beggars, transport pod crashes, etc) can be controlled using a slider in the mod settings.

Additionally, a toggle allows wists to be added (5% spawn rate) to Civil/Rough Outlanders, Pirates, Cannibal Pirates, the Empire, Scavengers, and the Traders Guild. For finer control, use something like Xenotype Spawn Control.
