In 1.6 they introduced a new hasbedrock check for biomes to allow or disallow deep drilling. The only vanilla biome affected was Seaice. So this fixes it.
You can't place deep drills everywhere, because.. well there is no stone under or in the ice.So you can scan and drill for resources, but not for stone chunks.
