Yes, you can disable tech level advancement. Is it compatible with X? (Mostly) Yes. The way I've implemented this mod should make it compatible with most things. Known Incompatibilities: VE: Tribals (soft incompatibility), you may want to disable tech advancement from this mod if you run Tribals, wouldn't want to miss out on the cornerstones. As far as I am aware, the only workable method for tech advancement involves overriding the tech level on the player faction's def object, this object may stick around while you are running RimWorld.
