Better Children Skill Learning

By default this mod increases the learning speed of children without passion in the given skill to 1.0 instead of 0.35. You can change this in the mod settings.
By default children with a Passion will learn twice as fast as an adult with a passion. You can change this amount in the options too.
These changes are intended to make up for the fact that you can often get rescue/recruit/enslave adult pawns with skills above 10 with far less investment. This change should make children a more competitive option.
You also have the option of changing how fast they build "Growth" from their Learning Need. Setting it to 1.5 should make it more plausible to max out child growth if playing with Child-aging at 6x instead of the 4x default.
