It's worth noting that the way to advance in rank with the Zahir is much slower than the regular Empire faction, the reason for this is that the only way of gaining honor with them is by completing their regular quests. My tip is to either tweak the honor required to your liking via the Tweaks Galore mod or by having some sort of 'request a quest from faction' type mod if you think progression is too slow.
