Adds a new technology between Oil Processing and Coal Liquefaction that unlocks the Coal Gasification process. This prevents the player from getting stuck when no oil fields can be reached (somewhat common on Rail-, Ribbon- and Death-Worlds, especially if you combine the settings). You still need oil for lubricants, though.
